A 16-storey building with 107 apartments has been proposed for Gouger Street in the latest major development for the western CBD. See the pictures
The development plan lodged by business partners Andrew Moffa and Lelio Bibbo would see three existing low-rise buildings at 162-168 Gouger Street demolished to make way for a new luxury apartment tower.
Named “The Oakley”, the tower is planned to hold 12 studio apartments, 16 one-bedroom apartments, and 15 apartments with three bedrooms or more.
The bulk of the tower consists of two-bedroom apartments, with 64 planned.
“The proposed development is focused on the provision of high-end apartment housing and therefore seeks to deliver larger footprint apartments of predominately two bedrooms,” development consultants Masterplan said.
The smallest studio apartment will have 42 square metres of floor space, Masterplan said, while the largest penthouse will be 302 square metres.
Three shops are also planned for the tower’s ground floor, but their exact form is yet to be determined, Masterplan said.
Sixty-eight resident car parks are planned for a podium on levels one and two while communal residential facilities are slated for level three. The apartments will span from levels four to 16.
“Gouger Street is a thriving hub for locals and tourists alike, with the strip soon to undergo a significant facelift as recently announced by the City of Adelaide,” Masterplan said.
“The Oakley’s sleek offering will complement enrichments to the street’s aesthetic appeal and pedestrian experience.
“Whilst focused on the upper end of the affordability scale, the development still delivers a broad range of apartment typologies in order to cater for a diversity in the housing provision.”
The plan is yet to be assessed by the State Commission Assessment Panel (SCAP).
The three buildings proposed for demolition include a two-storey building tenanted by a Japanese restaurant – “Hotaru” – on the corner of Gouger and Storr Street.
A smaller single-storey building on the corner of Gouger and Oakley Street would also be demolished, along with a warehouse building at the rear of the site.
“The Development will require the total demolition of the existing structures on the land, none of which are protected by any level of heritage protection,” Masterplan said.
“The expected timeline for obtaining planning consent and starting/finishing construction is yet to be determined.”
Designed by Adelaide architect Alexander Bibbo, the proposed building has a parapet height of 53 metres and a total structural height of 56 metres.
The site has capital city zoning intended to encourage high-intensity and large-scale development. The zoning’s maximum height for this site is 53 metres.
The land at 162-168 Gouger Street is close to a series of major developments planned for the western CBD.
This includes Melbourne property developer Tim Gurner’s $1.25 billion transformation of the former Australia Post site at 237 Grote Street.
The plan approved by the SCAP in November 2023 featured five towers between 15 and 28 storeys holding 600 apartments, a hotel, restaurants, bars, shops, office space and an outdoor plaza.
Also nearby is the Adelaide City Council’s ongoing $400 million redevelopment of the Adelaide Central Market precinct, where a new tower will hold more than 230 apartments.
Nearly 400 apartments are also planned for the former Franklin Street bus terminal, which the state government revealed in May 2023 it would redevelop into a mixed-use high-rise development capable of holding more than 1000 new residents.
